3. I'll use topaz clean on this image to make the picture looks more smooth. Go to Filter > Topaz Clean

4. Sharpen the picture using 'Smart Shapen'

5. Copy the Background Layer (your image layer) by click on your background layer and press Ctrl+J key or drag your background layer into the 'Create new layer' button
6. Click the Filter > Blur > Motion Blur
The Motion blur setting is up to you but I recommend the distance to be between 45 - 80
I leave the angle at 0
7. Copy your background layer or your original picture again. Move the layer that you just copy on the top. Your layer now should look like this
8. Change the 'normal' mode into a 'softlight' mode
Your current picture are now looking like this
9. Now click on the layer that you apply the motion blur filter and delete parts that you don't want it to be blur or you can choose to reduce the layer's opacity. Then, you are finished
